The Census Bureau's 2020–2024 survey reached only a small sample of Shoreacres homes, so its shares are rough guides. It puts about 251 of 614 housing units (40.9%) before 1970, about 214 (34.9%) in the 1960s alone and about 165 (26.9%) in 2000 or later, with a median build year of 1982, give or take 12 years. About 600 of the 614 are single-family detached houses, and about 578 of 609 occupied homes (94.9%) are lived in by their owners, with a median value of $287,100 and a median household income of $130,815. The 2020 Census counted 649 housing units, 613 of them occupied.

The Handbook of Texas says the town was "zoned for residential use only" when it incorporated in 1949 and grew from 183 people in 1955 to a high of 2,578 in 1970. The Census Bureau estimates 1,535 residents on July 1, 2025.

What the pool code asks of remodel work

Shoreacres adopted the 2021 International Swimming Pool and Spa Code "in its entirety", appendices included, as Section 10-261 of its code (Ordinance No. 2022-01, January 10, 2022). The model code's chapter on inground residential pools covers modification and repair as well as new construction. It also requires assemblies of different materials to be chemically and mechanically compatible for their use, and pool materials to give a watertight structure with a smooth, easily cleaned surface.

Permits and fees for a swimming pool remodel

Shoreacres requires a permit from the City's building official before anyone builds, alters or repairs a structure, and its code names swimming pools in that rule, along with patios, driveways and "any other work that alters the exterior appearance or lines of a building". The only exemptions are painting, minor spot roof repairs and like-for-like repairs of windows, doors, air conditioners, furnaces and plumbing fixtures. The City's permit list includes "Swimming Pools, including Hot Tubs and Spas over 24″ deep". Inspections are contracted to SAFEbuilt and booked through the City's permit portal, and the City building inspector also serves as its swimming pool and spa inspector.

The fee lines

The fee schedule, last amended by Ordinance No. 2025-06-01 on June 9, 2025, sets the building inspection fee for a swimming pool at $310.00. A single-family remodel is $620.00 with mechanical, electrical or plumbing work and $310.00 without, miscellaneous residential plan review is $165.00, and supplemental residential inspections are $85.00 a stop. A repair permit is valid for no longer than eight weeks. The code doesn't say in words whether a replaster or resurface counts as a repair, so ask the building official which permit and fee a given remodel takes.

Pool barrier rules while a remodel is under way

Shoreacres writes its own barrier section into the code (Section 10-262, Ordinance No. 2021-414, December 13, 2021). Construction fencing at least 4 feet high goes up from excavation and stays until the permanent barrier is finished. That barrier stands at least 48 inches above grade, with no opening a 4-inch sphere can pass through; its gates open outward and are self-closing and self-latching, and on a house the gate releases sit at 54 inches or higher. Pool equipment outside the barrier sits at least 36 inches from it, and where the house forms part of the barrier, its doors carry alarms listed as water hazard entrance alarms under UL 2017. A violation of the pool code can be fined up to $2,000.

Remodeling a pool on Beaumont clay

At Shoreacres' Census center point the USDA maps a Beaumont and urban land complex: 65 percent Beaumont soil and 35 percent urban land, the ground under buildings and pavement. The Beaumont soil swells hard as it wets. Its linear extensibility, the USDA's measure of that swelling, is 9.8 percent at the surface and reaches 17.7 percent in layers within 5 feet, deep in the very high class that starts at 9 percent. The USDA rates it very limited for house foundations because of shrink-swell and very limited for shallow digging because of unstable walls, its clay and its dust, and the map unit is poorly drained. Those are general ratings at one point, not a test of any yard, and other streets sit on other soils.

Telling a surface crack from a structural one

The American Shotcrete Association separates the two: small overlooked holes and certain shrinkage cracks can often simply be plugged or patched, but cracks from structural movement or internal stress call for a closer investigation of cause and remedy first. Where a shell shows spider-web cracking and its strength is in doubt, the Association advises a qualified local engineering firm to plan, take and test cores under ASTM C42/C42M or ASTM C1604/C1604M. Planning a pool remodel around storm season

The City says flooding in Shoreacres usually comes from heavy rain that overwhelms the storm sewers or from storm surge off Galveston Bay. A Harris County flood-warning rain gauge, No. 610, sits at Taylor's Bayou and Shoreacres Boulevard, and the county's system keeps inundation maps from events such as Hurricane Ike in September 2008. Shoreacres requires every new and substantially improved building to stand at least 24 inches above the base flood elevation, inside or outside a FEMA flood zone, and says all development in the city needs a permit.

Equipment before and after a storm

Before a storm, the Florida Swimming Pool Association tells owners to cut back branches and clear loose debris, shock the pool in case a power cut stops the pump, and turn off the breakers and cover the electrical equipment. River Pools, a pool maker, adds turning off all gas, propane and electricity to the pool, leaving the pool cover off so wind-blown debris can't tear it away, and, if flooding rain is forecast, unplugging the pump, filter and other equipment and storing them somewhere high and dry, indoors if possible. Afterward, River Pools wants wet equipment to dry for at least 24 hours before it's switched back on, and the Association says to check that the breakers are off before reconnecting pump motors, inspect the wiring, ground wires especially, and have a professional check any motor that sat in water. A remodel's drain date is set with the forecast in mind.

From a 1925 plat to a city of its own

Shoreacres began when Shoreacres, Inc. subdivided the north part of the Hunning 800 acres in the W. P. Harris Survey, the City's history says; the plat was filed with the Harris County Clerk on February 16, 1925, and country homes "designed with plenty of windows for the ocean breeze" followed. The Handbook of Texas places the town just west of Bayside Terrace, grown from an older community called Bay Oaks. Voters approved incorporating the Town of Shoreacres on May 14, 1949, by 23 votes to 2, and the Shore Acres Maintenance Corp. ran community affairs until it was dissolved on December 31, 1951. Shoreacres incorporated as a city in November 1962, and in 2017 its voters moved to a city manager form of government. The city covers 0.906 square miles of land.

Where does Shoreacres get the water to refill a pool?

From three sources, according to the 2025 water quality report for the City of Shoreacres system, which the City of La Porte posts: the City's own wells, two at 619 Shore Acres and one at 3432 Bayou Forest Drive, plus surface water bought from the City of La Porte and the City of Houston. The report gives chlorine at a 2025 average of 1.61 ppm, in a range of .46 to 3.86, and prints no hardness figure, so the water gets a test of its own before a new finish starts up. On the City's residential rates, the first 4,000 gallons a month cost $26.40, then $7.50 per 1,000 gallons up to 6,000, $7.75 up to 12,000 and $8.25 above that.
