Seabrook adopted the 2021 International Swimming Pool and Spa Code as its pool code, in a section of the City code last amended by Ordinance No. 2025-14 on October 21, 2025, with local amendments of its own: no pool or spa in a required front or corner side yard or past the front building line, the water's edge at least five feet from side and rear property lines, and no pool or spa in any utility or drainage easement. The 2021 codes and the 2020 National Electrical Code took effect on October 5, 2023.
The City's permit list names swimming pools, including hot tubs and spas over 24 inches deep, along with driveway, sidewalk and patio replacements and expansions. It says most construction projects need a building permit "except for minor cosmetic changes and non-structural repairs", and its examples, painting, tile, carpet, cabinets and fixture replacements, are written for houses, not for pool tile or plaster. Ask the Seabrook Building Department about a remodel's permits before work starts.

The City's 2023 fee schedule charges $0.50 per square foot for general construction, which it says takes in renovations and swimming pools, and a flat $150 residential fee for patio, paving, driveway and sidewalk replacement; work done before a permit doubles the fee. The City's swimming pool procedures, revised in August 2023, set the inspection order: stakeout; pool steel and equipment pad, with at least 2 inches of concrete over the reinforcing bars and the pad at the home's finished floor height or higher; plumbing cover and gas test; electrical cover, bonding the pool and its equipment with at least 4 AWG copper along with metal within 5 feet of the water; deck steel, with bonded steel, expansion joints, a consistent deck depth of at least 3.5 inches and area drains; and a final.
At the final, the City checks the barrier: fencing and gates at least 48 inches high, with no more than 2 inches between grade and the bottom; gates that open outward from the pool area and close and latch on their own, with latches at least 54 inches up; audible alarms on doors and windows that open into the pool enclosure; GFCI protection on every circuit; and tempered glass or an approved film on windows within 5 feet of the water's edge. Pool construction may not alter the site's drainage.
Where a new deck meets old concrete
For a remodel that rebuilds part of the deck, the 2021 pool code Seabrook adopted calls for a joint wherever a deck joins existing concrete work, so that movement between the two can't damage the pool. It limits a non-wood deck's slope to 1/2 inch per foot and wants it to drain so that no more than 1/8 inch of water stands 20 minutes after water stops being added.

Seabrook's pool procedures send all backwash piping to the sanitary sewer through a P-trap of at least 4 inches at or near the house cleanout, with no P-trap needed for a cartridge filter system, and they put the pool's fill on a testable backflow device at least 12 inches above the coping. Under the City's drought contingency plan, a pool may be drained only onto pervious surfaces from Stage I on; Stage II still lets existing pools be filled and topped up but bars filling new ones, and Stage IV prohibits filling or topping up new or existing pools. At the city's Census centre point the USDA maps Texla soil mixed with urban land, the term for ground covered by buildings and pavement, and rates the Texla part very limited as a house site, for a shallow saturated zone and shrink-swell.

The City says Seabrook was incorporated in 1961 but dates back to 1832. The Handbook of Texas takes up the story in 1900, when John Sydnor's Clear Creek Development Company and E. S. Nicholson platted and promoted the town and named it for his son, Seabrook Sydnor; its first residents were summer people who arrived on the Suburban, a commuter train that ran twice daily. The Galveston hurricane of 1900 demolished the school, and growth returned after 1947, when the Albert and Ernest Fay shipyard brought in workers. Seabrook incorporated on October 23, 1961, the year a bridge to Kemah was completed despite heavy damage from Hurricane Carla, and it reached 6,000 people by 1968 and a high of 8,242 in 1974. The Handbook calls it "a resort, fishing camp, and shrimp-fishing town".
