If a damaged pool can't be repaired right away, the Pool & Hot Tub Alliance's water-quality committee says to treat it as abandoned: block the pool area with a temporary safety fence or another approved barrier, checking the local barrier rules, and keep debris out with a bolted or otherwise secured cover that meets ASTM F1346-91. Loose floating, solar or damaged covers, it warns, tend to collapse, hold water and become a drowning hazard.

San Leon has no city limits and no city government; the line the Census Bureau draws around it is a statistical one, so no city building code reaches a pool here. Galveston County's rules for unincorporated land take over, starting with the County's floodplain permit for any development, and the Galveston County Health District's pool order covers shared pools, whether at a condominium, a club, or an RV or mobile home park. Draining and refilling a resurfaced pool

The ground holds water close to the surface. At the peninsula's Census centre point the USDA maps Bernard clay loam, somewhat poorly drained and in the slowest-draining hydrologic group, with groundwater as close as about 12 inches below the surface at its yearly high, and rates it very limited both for building houses without basements and for shallow digging. The 1988 Galveston County soil survey describes Bernard clay loam as very slowly permeable, with a high water table within 2 feet of the surface during most of the winter.

Rain adds to it: NOAA's League City station, about 8.6 miles west, records 60.20 inches a year in its 1991–2020 normals. Groundwater is assessed before an empty pool is left to stand and checked again while it is empty, since heavy rain can raise it quickly. And the National Plasterers Council says no outside water, rain runoff included, should touch a new finish before the pool is full, to keep it from streaking or spotting.

Water supply and the drought plan

San Leon Municipal Utility District buys surface water from the Gulf Coast Water Authority in Texas City, whose plant adds chlorine and liquid ammonium sulfate to create chloramines as the final step of treatment, and it lists an emergency surface-water connection from Bacliff that isn't in regular use. Its 2025 report gives an average disinfectant level of 1.42 ppm but prints no hardness, calcium or alkalinity figure, so the fill water is tested at the pool.

The District's drought contingency plan, adopted in September 1999, lets pools be filled, refilled or topped up in Stage 2 only on designated watering days, between 8 p.m. and midnight or between midnight and 10 a.m.; even-numbered addresses get Sundays and Thursdays and odd-numbered ones Wednesdays and Saturdays. Stage 4 prohibits filling pools. As of October 4, 2026, the District's site named no current stage, and no District or County rule on draining pool water turned up, so ask the District before any water heads for the sewer.

From Edward's Point to "the next Atlantic City"

The Handbook of Texas records the site as a Karankawa campsite and a stronghold of Jean Laffite before it was known as Edward's Point and then North Galveston, which had nearly 2,000 residents in the late 1800s and, around 1900, a hotel, a railroad and roundhouse, factories, a bank and a dance pavilion. Investors were sought to build "the next Atlantic City", but the hurricanes of 1900 and 1915 were devastating and the community never recovered. Thomas B. Brian of Chicago bought the town in 1912, and a later owner, Joe Vega, chose the name San Leon in a contest. It reported about 100 people from the 1940s to 1989, then 3,328 in 1990 and 4,365 in 2000, and the Handbook notes that most homes were summer homes. San Leon Municipal Utility District was created by the Texas Legislature on May 26, 1965.
