The USDA maps a Mocarey and Algoa loam complex at Bacliff's Census centre point, rarely flooded, with Mocarey making up 65% of the map unit and Algoa 25%. It rates both soils very limited as ground for houses without basements, because of flooding and the depth to a saturated zone, and very limited for shallow digging, with unstable excavation walls among the reasons. Bacliff is a census-designated place: the Census Bureau draws its boundary for statistics only, and there are no city limits and no city building department. In unincorporated Galveston County, the County's floodplain regulations require a permit for all "development", which they define as any man-made change to improved or unimproved real estate, excavation, filling, grading and paving included. The County says it has no zoning and has adopted no setback rule, though it asks for 5 feet at the sides and 25 feet at the front, and it lists house repairs such as roofing, siding and windows that need no permit when they are done one at a time.
