Pool replastering for an older bayfront housing stock

The city is small enough that the Census Bureau's survey numbers are rough guides. Its 2020–2024 figures come from a sample covering about 106 housing units, plus or minus 38, so every share below is approximate. On those figures, about 43 units (40.6%) were built before 1970, about 32 of them (30.2%) in 1939 or earlier, while about another 32 (30.2%) date from the 1980s; the median year built is 1982, with a margin of 13 years. About 89 units (84.0%) are detached houses, and owners live in about 68 of 90 occupied homes (75.6%).

The 2020 Census, which counts every home, found 134 housing units, 103 of them occupied, and 273 residents; the July 1, 2025 estimate is 272 people.

What to expect from new plaster's color

The National Plasterers Council says normal mottling, a shaded or cloudy look caused by differences in moisture and hydration, isn't a defect, needs no remedy and usually fades or disappears with time. The owner disclosure it endorses adds that a finish isn't guaranteed for evenness of color, that pigmented surfaces vary and fade over time, and that crazing, the fine check and hairline cracks that can be pronounced in colored finishes, is normal. Pigment type matters as well: organic pigments have much smaller particles than inorganic ones, the Council explains, so they come loose more easily as the cement surface turns porous with wear.

Permits for pool replastering under the 2018 pool code

The pool code in Morgan's Point is the 2018 International Swimming Pool and Spa Code, adopted in City Code Sec. 10-41 together with the 2018 residential, building, plumbing and existing building codes and the 2023 National Electrical Code, last amended by Ordinance No. 24-848 on January 9, 2024, with local amendments to the pool code's administrative sections. The City says building, electrical, plumbing and mechanical permits are required "when altering a structure, building a new structure, adding or altering electrical, plumbing, and HVAC service." Replastering isn't named, so ask City Hall whether the job needs a permit before the pool is drained.

Replastering a pool beside the bay: water and drought rules

The Handbook of Texas puts Morgan's Point twenty miles south of Houston, where Buffalo Bayou meets the San Jacinto River at the northwestern tip of Galveston Bay; the City puts it 30 miles east of Houston, beside the bay at the inlet to the Houston Ship Channel. Water covers 0.701 of the 1.521 square miles inside the Census Bureau's 2025 boundaries, 46.1% of the total, against 0.82 square miles of land. On a bayfront lot the storm forecast is part of choosing a drain date.

The City adopted the La Porte Area Water Authority's Drought Contingency Plan as its own, by Ordinance No. 18-758 on November 13, 2018, and the city secretary keeps the plan; its pool-filling rules aren't printed in the code, so ask City Hall which stage applies before the drain. The City's water quality reports page listed no documents when this page was written, which leaves no published hardness figure to go on, so the fill water gets its own test.

Balance and circulation after the fill

The Pool & Hot Tub Alliance explains the saturation index this way: at zero the water is balanced, above zero it tends to form scale, and below zero it tends to attack the calcium compounds in cement surfaces. It cites the Association of Pool and Spa Professionals' range of -0.3 to +0.5 and says a positive value may be preferred to a negative one. That attack is what the National Plasterers Council calls etching, the removal of material from within the finish surface, seen as visible pitting, and the Council recommends turning the pool water over once a day, drawing about two-thirds of it from the main drain and about one-third from the skimmers.

From Clopper's Point to a historic district

Nicholas Rightor first settled the point around 1822, and over the years it was known as Rightor's, Hunter's and Clopper's Point, the Handbook of Texas records. On December 22, 1834, Nicholas Clopper sold James Morgan a 1,600-acre strip between the San Jacinto River and Galveston Bay; by 1835 Morgan had a store and warehouse there and had founded the colony of New Washington, and in 1836 Mexican troops under Juan N. Almonte camped at the site and burned warehouses. Charles Morgan, "the father of the Houston Ship Channel", carried the channel work to Morgan's Point in 1876, and Hurricane Carla later destroyed the Tabbs Bay causeway. The city incorporated in 1949. In the 1970s, as a container shipping center pressed in, residents campaigned to save the cemetery, city hall and nineteenth-century homes; the Morgan's Point Cemetery, begun by James Morgan on his Orange Grove estate, carries a state historical marker.

Replastering options, tile and coping

A replaster can stay with white plaster, add color, or step up to quartz or pebble, and the drained pool is often the moment to replace waterline tile and coping, repair cracks or acid-wash the shell. National figures for 2026 put basic plaster resurfacing at $5,000 to $10,000. That range is national, not a quote; the real figure comes from League City Pool Resurfacing's free look at the pool.

Along the bay we also handle pool resurfacing in La Porte and swimming pool remodeling in Shoreacres.

How pool replastering services run

A replaster in its normal sequence under the City's code; the estimate covers the pool itself.

  1. Sounding the plaster

We'll look over the old plaster, sound it for hollow spots and talk through white, colored, quartz and pebble finishes.

  2. City Hall first

City Hall says whether a permit applies under the 2018 pool code and which drought stage is in force.

  3. A drain date with the forecast

The drain date is set with the storm forecast and the refill rules in mind.

  4. Chip-out or bond coat

Loose plaster is chipped out, and the shell is washed and bonded for the new coat.

  5. New plaster

The new plaster goes on in one continuous application to avoid cold joints.

  6. Fill, balance, circulate

The pool fills, the water is tested and balanced, and circulation runs through start-up.

Pool replastering questions for bayfront owners

How far must a pool heater sit from a neighbor's house in Morgan's Point?

At least 30 feet from any main or accessory building on the neighboring parcel, under the City's zoning code. Other mechanical equipment, including pool equipment, air conditioners and generators, may sit in a required rear or side setback, screened from view when it's in a side yard on a street. Swimming pools are listed as accessory uses in the residential districts.
