Swimming pools are on the City's list of permitted work, and its fee schedule, last amended December 1, 2025, gives "swimming pool repairs" a building-permit line of its own: $0.30 per square foot with a $25 minimum, plus a plan check fee of half the permit fee. The City's notarized fencing form commits the owner to keep a barrier from the day pool work begins: a temporary one while work goes on, and a permanent one in place before the final inspection. It must stand at least 48 inches high, leave no more than 2 inches at the bottom, pass no 4-inch sphere, use chain-link mesh no larger than 2.25 inches, and have walk-through gates that swing outward, away from the pool, and shut and latch themselves. Where a house wall forms part of the barrier, the form asks for a powered safety cover, UL 2017 door alarms with switches at least 54 inches up, or another approved means. The form, revised in 2022, still cites the 2018 pool code, which the 2024 edition has since replaced, so confirm the current wording with the City.

Setbacks for the pool and its equipment

Friendswood's zoning lets a pool sit in a required rear yard no closer than 5 feet to the rear lot line, but not in a required front or side yard. Pumps, filters and heaters may go in a side or rear yard, no nearer than 5 feet to the property line, which matters when a remodel adds a heater or moves the pad.

Backflow on the fill line

The City's annual water report gives no hardness number at all, so the fill gets tested at the pool before any new finish starts up.

Drought stages and the drain

Friendswood's drought plan has four stages, each able to start when Houston starts the same stage or on the City's own demand triggers. In Stage 2, filling, refilling or topping up a pool is allowed only on designated watering days, from midnight to 10 a.m. and from 8 p.m. to midnight; the watering days are Sundays and Thursdays for even-numbered addresses and Saturdays and Wednesdays for odd. Stage 4 prohibits filling pools at all. The current stage wasn't posted on the City's water pages when they were read on October 4, 2026, so check it before the pool is drained. Pool water can enter a Friendswood storm drain only once it is dechlorinated, which the stormwater ordinance describes as typically below 1 ppm.

From a Quaker colony to a NASA-era suburb

Friendswood was founded by Quakers, the Religious Society of Friends. In the spring of 1895 Frank Jacob Brown and Thomas Hadley Lewis found 1,538 acres of prairie framed by the woods along Chigger, Clear, Coward's and Mary's Creeks, bought it from Galveston banker J. C. League, and on July 15, 1895 recorded the colony's name, Friendswood, at the courthouse in Galveston. Pine felled by the Galveston hurricane of 1900 was milled for Friendswood Academy, the colony's church, school and meeting place until the stone church replaced it in 1949. Figs, Satsuma oranges, strawberries and rice were the farm staples, and two of the area's 17 fig preserving plants stood in Friendswood in the early 1920s.

Friendswood incorporated in 1960. The 2020 Census counted 41,213 residents, and the Census Bureau estimates 41,319 on July 1, 2025, on 20.579 square miles of land. The City calls itself an inland city that still gets storm surge from Galveston Bay and creek flooding, and names Hurricane Harvey in August 2017 as its biggest flood event. Its 10 parks cover 343 acres, and the Friendswood City Pool on Cedarwood Avenue ran its 2026 season from May 23 to August 16.
