Apartment courtyard pool with a new finish between three-story buildings

Commercial and apartment pool resurfacing in a city of renters

Webster is an apartment city. Census Bureau estimates for 2020–2024 show about 4,647 of Webster's 5,991 occupied homes rented (77.6%) and only about 1,344 (22.4%) owner-occupied. Of 6,641 housing units, about 2,403 were in five-to-19-unit buildings and about 2,356 in buildings of 20 or more, roughly 71.7% together, against about 1,010 single-family detached houses.

Most of that housing went up from the 1980s on. The survey puts about 30.1% of units in the 1980s, about 21.0% in the 1990s and about 31.4% in 2000 or later, with a median year built of 1991. Webster's zoning lists swimming pools among the accessory uses allowed in its R-2 Multifamily Residential District, alongside garages, tennis courts and play yards.

Public pools, not backyard pools

Under the Texas health rules, a pool kept for the occupants of an apartment complex or condominium and their guests is a Class C public pool, in the same group as hotel pools. That is why a shared pool's resurfacing runs through rules a backyard pool never meets, from the finish color to the drain covers.

Webster's code and inspections for resurfacing a public pool

Health inspections for apartment and hotel pools

Harris County Public Health permits and inspects public pools only in the unincorporated parts of the county. Inside Webster, the City's own Environmental Health Section inspects public swimming pools and spas, along with food businesses and child care facilities. Its pages don't publish a pool fee or inspection schedule, so ask the Section what it wants to see before a reopening date goes on the calendar.

A pool code that covers repairs

Webster has adopted the 2021 International Swimming Pool and Spa Code; its pool code section dates from Ordinance 22-06 of July 2022, and the City's list of adopted codes also names the 2021 building, residential and plumbing codes and the 2023 National Electrical Code. The City's code says the pool code sets minimum standards for the design, location, construction, repair or alterations of swimming pools, public or private. That edition also sets a lightness floor for public-pool floor and wall finishes, not less than 6.5 on the Munsell color value scale; residential pools are exempt from that section.

Permits and plan review

The City requires a building permit to build an outdoor pool, and its fee schedule lists $250 for an in-ground pool plus a plan review fee of half the permit fee, with every application made online. Whether a resurface of an existing pool needs its own permit isn't stated on any City page, so the City of Webster Building Division is the place to ask before the drain.

Fence and gate rules around a resurfaced apartment pool

Webster's fence section covers every outdoor pool 2 feet deep or more, outdoor hot tubs and spas included. A fence, wall or barrier at least five feet high, with no gap over four inches, has to surround the pool completely, and gates must close and latch on their own, with the latch in the upper quarter of the gate. Plans have to show the fence, and the City withholds final approval until it complies.

Pool yards at apartment complexes and property owners associations are covered by a state enclosure law as well, with its own height and latch figures, and Texas law says a city ordinance covering such a pool yard must use the same standards as the state's chapter. If a resurfacing job also replaces a gate or a fence run, ask the Building Division which figures it applies to that pool yard.

Draining and refilling for a resurfacing under Webster's drought plan

Webster buys its water as surface water from the City of Houston, and Houston's own declarations can move Webster's drought stage. The City entered Stage 1 of its Drought Contingency Plan on August 24, 2026, asking for voluntary cuts in non-essential water use, a list that includes filling, refilling or adding to any indoor or outdoor swimming pool (pools at industrial, research or testing facilities are excepted). The City's site still showed Stage 1 when it was read on October 4, 2026; check the current stage before a drain date is set.

Stage 2 starts when Houston declares a serious water shortage or when Webster's 5-day average use reaches 85 percent of its supply, and it prohibits those uses, pool filling among them, except as the plan otherwise provides. So the stage in force when the pool is ready to refill decides when it can go back in service.

Dechlorinating before the storm drain

Webster's storm-sewer ordinance makes it an offense to put anything but stormwater into the storm system, and dechlorinated swimming pool discharges are one of the listed defenses. The City warns that storm drains carry water untreated to Galveston Bay. State rules add, for public pools, that backwash and drain water must leave through an air gap and be treated to neutralize chemicals, filter powder and other contaminants above the Texas Commission on Environmental Quality's or local discharge limits.

Fill water for the new finish

A public pool's fill and top-up water must come from a public water system and be protected against backflow by a reduced-pressure backflow preventer or an air gap. Webster's 2025 drinking water report prints no hardness figure; it lists pH 8.1, chloride 30 ppm, sulfate 48 ppm and total dissolved solids of 240 ppm, with chlorine averaging 3.04 ppm. So the National Plasterers Council's step applies: test the fill for pH, alkalinity, calcium hardness and metals, and write the numbers down.

Drain covers and reopening checks after commercial pool resurfacing

The federal Virginia Graeme Baker Pool and Spa Safety Act, signed on December 19, 2007 and in force from December 19, 2008, was written to prevent drain entrapment and set new requirements for public pools and spas. Texas rules build on it: with any drain grate, suction outlet or outlet cover missing, broken or loose, a public pool's pump must stay off and the pool stays closed until the repair is made.

The pool must also keep documents on site showing that every suction outlet meets ANSI/APSP-16, and that any safety vacuum release system or automatic pump shut-off meets ASME/ANSI A112.19.17 or ASTM F 2387, or produce them within five business days of a regulator's request. Pentair's advice is to swap any main drain cover that is cracked, broken or past the service life stamped on it, and an empty pool is the easy moment to read those stamps.

HOA, hotel and other commercial pool work in Webster

A shared pool's resurfacing often brings other work with it: HOA and community pool resurfacing, hotel and resort pools, depth markers and safety tile, waterline tile replacement, coping repair, pool deck resurfacing and spray deck, plaster repair and leak detection. One national reserve-planning guide for HOAs suggests paying for waterline tile, coping fixes and light-niche work in the same project as the resurfacing, since the crew's setup and the drain and refill are then paid for once. No published source we found prices commercial resurfacing in Texas, and League City Pool Resurfacing gives free estimates on each job.

How an apartment or commercial pool resurfacing runs

These are common steps, matched to Webster's code and the state's public-pool rules; your own estimate sets the specifics.

  1. Scope and closure weeks

We'll talk through the pool's size, finish, tile and coping, and the weeks it can be closed to residents or guests.

  2. Questions for the City

Ask the Building Division whether the job needs a permit, and the Environmental Health Section what it checks before the pool reopens. Any fence change goes on the plans.

  3. Drain within the stage

Confirm Webster's drought stage, then dechlorinate the water before any of it reaches a storm drain, since those drains run untreated to Galveston Bay.

  4. Prep, covers and the finish

Loose and hollow plaster comes off, suction outlet covers are checked against their marked lifetime, and the new finish meets the light-color rule the 2021 code sets for public pools.

  5. Fill from a protected supply

Fill water comes from the public system through a reduced-pressure backflow preventer or an air gap, and it is tested and recorded before the start-up.

  6. Records before reopening

The drain-cover and safety-system documents go back on site, and the pump never runs with a cover missing or loose.

Gardentown, rice fields and the space center

James W. Webster founded the community as Gardentown in 1879 with a group of English colonists; the City's history places that first settlement northeast of today's Bay Area Boulevard and the railroad. A post office called Websterville followed by 1882, and J. W. Thompson opened the Webster post office in 1893. In 1904 a colony of Japanese farmers led by Seito and Kiyoaki Saibara settled nearby to grow rice and oranges, with 300 pounds of Shinriki seed rice brought from Japan, and a State historical marker to the Saibara family stands on NASA Road 1. Oil was found at the Webster-Friendswood oilfield in the 1930s.

Webster incorporated in 1958 and had no more than five businesses until the space center boom of 1961; its population rose from 329 in 1960 to 2,231 by 1970. The 2020 Census counted 12,499 residents, and the Census Bureau estimates 12,507 on July 1, 2025, on 6.348 square miles of land. The danger of floods slowed early building, and the City's Building Division has prepared a Repetitive Loss Area Analysis to examine repeated flooding. Today the City names aerospace and medical care as its growth industries, from Ad Astra Rocket Company, Leidos, Nanoracks and Lockheed Martin's Exploration Development Laboratory to the University of Texas Medical Branch's Clear Lake campus, opened in 2019.

Questions about fences and equipment on a resurfaced pool

Can a bayou or canal stand in for a pool fence in Webster?

On the side it borders, yes. Webster's fence section lets a natural or man-made waterway more than 2 feet deep serve as the barrier in place of a wall or fence. The other sides still need the five-foot enclosure with self-closing, self-latching gates.

How far from a property line must pool equipment sit in Webster?

At least 10 feet. The City's code keeps pumps, filters and pool water disinfection equipment 10 feet or more from any side property line or building line, and the pool's water line 10 feet or more from any side or rear property line or building line. A resurfacing that moves equipment works to those distances.
