Swimming pool replastering for homes from before 1980

Alvin grew in a rush in the 1960s. The Handbook of Texas records an 89 percent rise between 1960 and 1970, from 5,643 to 10,671 people, and the housing still reflects that growth and the decade after it: Census Bureau survey estimates for 2020–2024 date about 5,237 of 12,327 units to before 1980 and about 2,603 (21.1%) to the 1970s alone, and the median home was built in 1985, give or take three years. About 6,967 (56.5%) are single-family detached houses, and owners live in about 60.9% of the occupied homes. The city keeps growing, from 27,098 residents in the 2020 Census to an estimated 30,115 on July 1, 2025.

How often a replaster comes due

A Houston-area plasterer's 2026 FAQ says standard plaster lasts about 7 to 10 years in Houston's climate and that most Houston pools need replastering every 7 to 12 years; it gives quartz 10 to 15 years and pebble 15 to 20 or more. Those are one company's figures, not a maker's warranty.

Bond coat or chip-out

New plaster either goes over the old on a bond coat or onto a shell stripped back. SGM, a plaster maker, requires its Bond Kote system whenever its finishes go over an existing finish, and says that where the old finish is first removed by sandblasting or chipping, the bond coat may not be required.

Iron, manganese and well water for a replaster

Alvin pumps its own groundwater from City wells, and the City says high iron and manganese levels cause rusty water "in all groundwater sources", minerals that may stain laundry or plumbing fixtures. That is the City's note about fixtures, not pools, and no hardness figure appears in its 2025 water quality report.

Plaster makers watch for metals at two points. SGM warns that well water, or any water high in metal and mineral content, used to mix the plaster will discolor the finished surface, and that very hard or alkaline mix water makes the plaster effloresce and form calcium scale. In the pool, the National Plasterers Council names copper, iron and sometimes manganese as the most common metals in fill water, and says iron can leave red, orange or black stains while copper and manganese leave blue, green or black ones.

Its start-up card lists a sequestering agent, a metal and mineral stain preventer, as optional but recommended by many, and says that once used it should continue at the maintenance dose. The Council explains why: new fill water keeps bringing in metals and minerals.

City permits for a swimming pool replaster

Alvin adopted the 2024 International Swimming Pool and Spa Code, with all its appendices, by Ordinance No. 25-H on April 3, 2025, beside the 2024 International Code Council codes, the 2023 National Electrical Code and a 140 mph design wind speed; where codes conflict, "the more restrictive provision(s) shall control". The City says "Permits and Inspections are required for new construction, remodeling, and repairs", and residential owners remodeling or repairing their homes must show proof of a homestead exemption before buying any permit.

Pools aren't named in that line, so ask Alvin's Planning and Development department whether a replaster needs a permit before the pool is drained. Permits and inspection requests go through the City's MyGov portal, and inspections need 24 hours' notice unless there is an emergency.

The pool fee and the filtration rule

The City's fee schedule prices a residential swimming pool permit at $0.70 per square foot of pool area, against a $50 minimum for residential permits, plus a plan review fee of half the permit fee. And since August 1, 1989, no residential pool may be built in Alvin without working recirculating filtration equipment.

Draining for a replaster on flat, flood-prone ground

The City says Alvin "is in a very flat terrain" where removing storm water is a challenge; Brazoria County Conservation and Reclamation District No. 3 runs the major drainage ditches, and many areas of the city are subject to flooding in a major storm. The Handbook of Texas adds that from July through November the city braces for floods, hurricanes and tornadoes, and that Tropical Storm Claudette dropped forty-three inches of rain near Alvin within twenty-four hours in 1979, a state record.

Where the Census Bureau puts Alvin's centre point, the USDA maps a Bernard and Edna soil complex, both somewhat poorly drained. Bernard's layers within 5 feet swell by up to 7.3% from dry to moist and Edna's by up to 6.6%, which puts both in the USDA's high shrink-swell class; it rates the pair very limited for house foundations and for shallow digging. Its records put the water table in that map unit as close as 23 centimetres to the surface, about 9 inches, at its shallowest in the year. That is one map point; soils change from street to street.

Relief valves and the drained water

Where groundwater pushes up under a pool, Pentair's main drain guide says at least one hydrostatic relief valve in a set of suction outlets lets that uplift pressure relieve into the pool, with a collector tube keeping a clear path to the valve. Once the water comes out, Alvin's storm-water ordinance lists "Dechlorinated swimming pool discharges" among the allowable non-storm-water discharges. The City's drought contingency plan is adopted by reference and can be obtained from the City Secretary rather than online, so ask about any current stage before the refill.

Alvin takes its name from Alvin Morgan, whom the Santa Fe Railroad hired in 1872 to supervise the loading and shipping of cattle at its stock pens on Mustang Bayou. He built the area's first house in 1879, and the settlement, first called Morgan, was renamed Alvin when residents learned of another Morgan, Texas. The City dates its incorporation to 1893 and calls Alvin the first incorporated city in Brazoria County; the Handbook of Texas says it incorporated in 1891 and again in 1893. Strawberries, pears and figs had their booms, nurseries grew Cape jasmines for shipment, and oil found in eastern Brazoria County in the 1930s still plays a big part in the economy. Alvin is also the hometown of Nolan Ryan, who pitched for the Mets, Angels, Astros and Rangers and was elected to the National Baseball Hall of Fame in 1999.

Alvin pool replastering questions

Can a pool fill line connect to a sprinkler system in Alvin?

No. Alvin's plumbing rules say no drinking or domestic water use, filling swimming pools and decorative fountains included, may be connected to an irrigation system. If a replaster is also the moment for a new fill line or an automatic filler, raise it with Planning and Development first.

Do RV resorts in Alvin have to have a pool?

Yes. Alvin's code says that at a minimum each RV resort will have one swimming pool, and it lets planned unit developments offer a swimming pool with restrooms and a clubhouse.
