Pool remodeling behind 1970s, 1980s and 1990s homes
Clear Lake has no Census boundary of its own, so its housing figures come from ZIP areas, each with a caution. In ZIP area 77062, which lies wholly inside Houston, the Census Bureau's 2020–2024 survey dates about 6,206 of 10,310 housing units (60.2%) to the 1970s and 1980s, with a median year built of 1980; about 78.5% are single-family detached houses, and 75.6% of occupied homes are owner-occupied. In 77059 about 3,059 of 6,783 units (45.1%) date from the 1990s and the median home from 1993; 95.8% are detached houses, and the median household income is $161,944. That ZIP area isn't all Houston, though: 23.8% of its land lies in Pasadena.
ZIP area 77058 is a different mix, with a median home from 1984 and about 68.8% of occupied homes rented, and it also holds all of Nassau Bay and parts of Webster and Pasadena, so its figures aren't Clear Lake's alone. The Clear Lake City Community Association calls its own area "an aging community" whose residents have a wide range of maintenance issues to keep on top of.
Salt systems and equipment in a remodel
A remodel is often when the equipment changes too. Houston annexed Clear Lake City in 1977, so the City of Houston's rules apply here. Its pool and spa chapter, Chapter 43 of the City code, says no pool or spa, residential ones included, "shall be constructed, remodeled, or altered except in accordance with plans and specifications approved by the health officer".
Houston defines remodeling as a change to a pool's "design, configuration, capacity or components", such as reconfiguring the pool or adding new plumbing and filtration pipes. In Houston's own words, the term "does not include minor alterations, such as removal of a pool lip, replacing a pump, or replastering the inside of such structure." That separates a new interior finish from a remodel under Chapter 43, but it doesn't say a replaster needs no permit of any kind, so check with the Houston Permitting Center before either job.
Houston's fees for new pool plans
For a new pool, Houston Public Works issues a swimming pool permit, valid for six months, for "the construction of a new swimming pool at a residence or commercial building", and the Houston Health Department reviews the plans for a new pool at a single-family house or a duplex for a $127.56 plan review fee, which is $94.00 plus a $33.56 admin fee. Neither page prices a remodel, which is another question for the Permitting Center.
The enclosure and the fill line
Chapter 43 keeps every residential pool or spa inside a permanent fence, wall or barrier at least four feet high, with no opening over four inches and self-closing, self-latching devices on the upper quarter of every gate and door into the enclosure; a house door that forms part of the enclosure is exempt. The fill line needs a backflow device after the last gate valve or a six-inch air gap at its end, and it may not connect straight to the circulation piping.

At the Census centre points of ZIP areas 77058 and 77062, the USDA maps Lake Charles clay. Its linear extensibility, the measure of how far a soil swells from dry to moist, is 12.4 percent at the surface and up to 13.6 percent within 5 feet, where the USDA's classes count anything over 9 percent as very high, and shrink-swell is the reason it gives for rating the clay very limited for houses on shallow footings. At the 77059 centre point the soil is Bernard clay loam, somewhat poorly drained, with a water table as little as 31 centimetres, about 12 inches, below the surface at its shallowest in the year.
The water authority's land slopes from about 10 feet above sea level on its eastern edge to about 35 feet in the northwest, and it drains through Horsepen, Armand and Cow Bayous into Clear Lake and on to Galveston Bay. Where groundwater does find its way into an emptied shell, SGM, a pool plaster maker, requires any water coming through under hydrostatic pressure, the leaks it calls weepers, to be stopped with hydraulic cement before its finish goes on.
Drought stages and the refill
The Clear Lake City Water Authority's drought plan follows the City of Houston's stages, and once Stage 2 begins it bans filling, refilling or topping up indoor and outdoor swimming pools as a non-essential use. For Houston's own customers, filling a pool counts as outdoor use, allowed in Stage 2 only between 7 p.m. and 5 a.m. on no more than two days a week and unlawful in Stage 3. Houston rescinded its last stage, Stage One, effective May 29, 2024, and it listed no current restrictions when we read its page on October 4, 2026, so confirm the stage before a drain date is set.
Where the old water goes
Houston's storm sewer ordinance makes it an offence to put anything but stormwater into the system and lists "dechlorinated swimming pool discharges" among the defences. Chapter 43 also bars building a pool to empty into the sanitary sewer or public drainage without written approval from the health officer and the utility official.

In 1938 James Marion West sold 30,000 acres of southern Harris County, the West family ranch among them, to Humble Oil and Refining Company. NASA's Manned Spacecraft Center, now the Johnson Space Center, went up on 1,000 acres of it after 1961, and Friendswood Development Company, Humble's joint venture with Del E. Webb, built the new town that Governor John Connally opened on September 15, 1963. Clear Lake City had 3,785 people in 1968, 8,000 by 1970 and 16,000 in 1974. The University of Houston-Clear Lake began classes in September 1974, and the year still runs from the Lunar Rendezvous Festival in July to the Blessing of the Fleet in August and the Armand Bayou Nature Center Fall Festival in October.

Scope and association approval
We'll talk through what's changing first. In the Clear Lake City Community Association, any change or addition to a home's exterior needs the board's approval before work starts, on a $35 residential application with a property survey, heard at the architectural meeting on the second Thursday of the month.
Plans for Houston
Where the work changes the pool's design, configuration, capacity or components, the plans go to Houston's health officer for approval, and the Permitting Center confirms what else the job needs.
Drain inside the drought stage
The water table and the current Houston stage are checked before the pool comes down, and its chlorine is taken out before any of it heads for the storm sewer.

New concrete goes against clean, sound old shell. The American Shotcrete Association says a curing compound left on new shotcrete forms a film that has to be blasted off before plaster or tile goes on, or it acts as a bond breaker.

Does a backyard pool in Houston need an operating permit?
No. Houston's pool chapter says "No permit is required to operate a residential pool or spa", while the Houston Health Department permits public and semi-public pools a year at a time. A home pool still has to be kept clear enough that an eight-inch black disk on the floor at its deepest point can be seen from the deck, and free of algae, insects and foul odour.
How hard is the water in Clear Lake?
The Clear Lake City Water Authority, which serves much of Clear Lake, prints no hardness figure in its 2025 report. About 98% of its water is surface water bought mainly from the City of Houston's Southeast Water Purification Plant near Ellington Field, about 2% comes from its own deep Gulf Coast Aquifer wells in high summer demand, and it is chloraminated. For comparison only, Houston's main system reported total hardness of 43.5 to 229 ppm in 2025, averaging 135.5 ppm. That is Houston's number, not a reading from a Clear Lake tap, which is why the water a remodeled pool is filled with gets its own test.
