Pool resurfacing and replastering for Dickinson's older and newer homes
Dickinson's housing spans the decades. Census Bureau estimates for 2020–2024 count 8,291 units: about 3,483 (42.0%) built before 1980, about 2,160 of them (26.1%) in the 1970s, and about 2,755 (33.2%) from 2000 or later; the median year built is 1986. About 72.7% are single-family detached houses, and owners occupy about 71.8% of occupied homes. The City's 2016 comprehensive plan expected over 57% of the housing stock to be 40 years or older by 2020, and it lists the upkeep of privately owned amenities, recreational facilities among them, as one factor in neighborhood stability.
When the old plaster is done
Universal White Cement, a cement maker, describes worn-out plaster this way: rough and pitted underfoot with the aggregate showing over wide areas, etched or soft across much of the pool, hollow or lifting in big sections, or stained past what treatment can lift. A little mottling, or some roughness on the steps and benches, it puts down to ordinary age.
When a resurface can change the finish
A pool built since 2000 coming up for its first resurface can stay with white plaster or move up a tier. By the National Plasterers Council's surface-life ratings, pebble runs 12 to 18 years, quartz 10 to 15 and traditional white plaster 5 to 8. The Council adds that any of them can give years of reliable service in a well-made, well-kept pool.

(281) 694-4352Lake Charles clay, subsidence and a resurfaced pool
The USDA maps the soil at Dickinson's Census center point as Lake Charles clay, and its database gives that soil a linear extensibility, its measure of how far the soil swells from dry to moist, of 12.4% at the surface and up to 13.6% within 5 feet. Its rating for house foundations on Lake Charles is "very limited" on account of shrink-swell, and the same for shallow digging, where trench walls are unstable and the soil too clayey. When it dries, the NRCS series description says, Lake Charles clay opens cracks half an inch to two inches across that run a foot or more deep and stay open for 60 to 90 days in most years. One map point doesn't describe every yard.
Water outside the shell matters too. The National Plasterers Council says rain, sprinkler water or a leaking irrigation line pooling behind the pool wall can press back on the finish hard enough to break its bond, so the grading and sprinklers get a look before new plaster goes on.
Subsidence and the shell
Dickinson's water district switched from groundwater to surface water in 1983 because of regional land subsidence. The Harris-Galveston Subsidence District says the sinking, caused by long-term groundwater pumping, damaged roads, foundations and underground pipelines and changed drainage across the region, and that once it happens it is irreversible.

(281) 694-4352Resurfacing a pool after Harvey and other floods
The Texas State Historical Association records that eighty percent of Dickinson's homes were damaged when Hurricane Harvey dropped fifty-one inches of rain on the community in 2017, and the National Hurricane Center's report names "catastrophic flooding" in Dickinson, with record water on Dickinson Bayou. The City says its floods usually come from storm surge out of Galveston Bay or from heavy rain overwhelming the storm sewers, and that its flood zones follow Dickinson Bayou and tributaries such as Borden's Gully, Benson Bayou and Gum Bayou; the flood maps in effect are dated August 15, 2019.
A pool that took floodwater
After catastrophic flooding, the Pool & Hot Tub Alliance's water-quality committee recommends draining the pool, purging every plumbing line and replacing the filter media, subject to its warning about high groundwater. In the empty pool it removes debris, organic matter and silt, power washes where needed, and treats stains with a surface cleaner, for example a 1-to-10 muriatic acid solution or liquid bleach, never the two mixed; if both are used, the acid wash comes first, then a thorough rinse, then the chlorine wash. Anything the flood touched, from the deck and coping to ladders and rails, gets a hot-water and detergent scrub first and a chlorine bleach sanitizing after.

(281) 694-4352Permits, fences and drain water for a resurfacing job
Permits and codes
The City of Dickinson says permits are required for pools, along with building, mechanical, electrical, plumbing and sign work, and tells anyone unsure whether a job needs one to ask its Community Development Department. Applications have gone through the City's MyGov online portal since October 3, 2022. No City page says whether a replaster or resurfacing needs a permit, so ask Community Development before the pool is drained.
Dickinson's adopted codes are the 2018 International Building, Residential, Existing Building and other International Code Council codes, with the 2017 National Electrical Code; its lists name no swimming pool code. State law fills that space: Texas takes the International Swimming Pool and Spa Code as it read on May 1, 2019 for its cities' pool code, and a city may move to a newer edition. Where a remodel moves the pool's edge, Dickinson's zoning keeps a pool at least 6 feet from a lot line and 15 feet from any water's edge, and out of easements.
Fences around a backyard pool
Dickinson belongs to the Galveston County Health District, so the District's pool order applies here, and it reaches backyard pools with one rule: a fence 48 inches high or more, its gates lockable, self-closing and self-latching. No pool barrier rule turned up in a search of the City's own code.
Draining to the storm drain
Dickinson's stormwater ordinance makes it unlawful to discharge anything but stormwater into the storm drains or watercourses, except for swimming pool water that has been dechlorinated, which the code puts at typically under 1 ppm of chlorine.

(281) 694-4352Fill water and drought rules for a new pool finish
Most of Dickinson gets its water from the Dickinson Water Control and Improvement District, which serves about 8,700 households and businesses, calls itself the oldest retail water district in Texas, and took its present name in 2024. Its supply since 1983 is Brazos River water, treated and sold by the Gulf Coast Water Authority from the Thomas Mackey plant in Texas City. The District's own 2025 report couldn't be read as text, so there is no Dickinson tap-water hardness figure to give.
The wholesale water itself has one published test. In a state laboratory sample of the Gulf Coast Water Authority's treated water, taken March 3, 2025 at its entry point, total hardness as calcium carbonate was 165 mg/L, calcium 49.3 mg/L, total alkalinity 122 mg/L, total dissolved solids 369 mg/L and field pH 6.9. That is the wholesale water, not Dickinson's tap, so the National Plasterers Council's rule holds: the water actually going into the pool gets its own test and a written record, and softened or reverse-osmosis water stays out.
Watering days and the refill
Under the District's 2024 Drought Contingency Plan, Stage 1 (a voluntary 10 percent cut) and Stage 2 limit filling, refilling or topping up recreational pools to designated watering days, and Stage 4 bans all outdoor water use except for health, safety, welfare and fire protection. Violations can bring a written notice, then disconnection with a $100 reconnection charge, and a fine of up to $500 a day. No current stage was posted on the District's site when it was read on October 4, 2026, so check with the District before the pool is drained.

(281) 694-4352Pool repairs, tile, coping and decks in Dickinson
Resurfacing often comes with other work: plaster repair where only a few spots have failed, structural crack repair, leak detection, waterline tile and coping, deck repair and leveling on shifting clay, a drain and acid wash, or a move to quartz or pebble. For scale, a Houston builder's 2026 list for what it calls a typical pool, 12,000 to 18,000 gallons, starts near $4,500 to $6,000 for standard white plaster and reaches $7,500 to $10,000 for pebble, moved up or down by size and shell condition. Those are the builder's published numbers rather than League City Pool Resurfacing's prices, and our estimate is free.
In the neighboring towns, the work continues with pool resurfacing in Santa Fe and pool resurfacing and plaster repair in Bacliff.

(281) 694-4352How a resurfacing job runs in Dickinson
A typical sequence, with Dickinson's ordinances, the water district's stages and the finish makers' instructions at the points where they apply; the estimate for your pool sets the rest.
Tap test and finish choice
We'll sound out the old finish and talk through whether it can take a bond coat or has to come off, and whether to stay with plaster or move to quartz or pebble.
Community Development and the stage
Ask the City whether the job needs a permit, and check the water district's drought stage, since Stages 1 and 2 hold refills to watering days.
Drain and dechlorinate
The water is dechlorinated to under one part per million before it goes to a storm drain, as the City's ordinance allows.
Shell prep
Loose material comes off and the shell is cleaned; after a flood, stains are acid-washed, rinsed and chlorine-washed in that order, never mixed.
The new finish
Plaster, quartz or pebble goes on in a single application, and the fill starts as the maker directs.
Tested fill and start-up
The fill water is tested and recorded first, since the only published figure is the wholesale supplier's, not Dickinson's tap.

(281) 694-4352From John Dickinson's grant to the Strawberry Capital of the World
Dickinson is named for John Dickinson, who received a Mexican land grant north of today's town in 1824. A settlement stood on Dickinson's Bayou shortly before 1850, the Galveston, Houston and Henderson Railroad came straight through in 1857, and a post office opened under the Dickinson name in 1890. In the 1890s land was sold on the strength of the soil for fruit, cane, berries, figs and potatoes; Sicilian Italian farm families began arriving in June 1899, wealthy Galvestonians founded the Oleander Country Club on the bayou in 1912, and the town became known as "the garden of Galveston County" and the Strawberry Capital of the World.
African American families settled Moore's Addition in the late 1800s, and Joseph Peter Giacchino built his home in the Nicholstone subdivision in 1929; his seed store was moved to the Railroad Museum's grounds in 2019. Calumet Penreco has processed mineral oil in the old fig factory since 1942. The population peaked at 12,161 in 1970, and residents incorporated in 1977 as Texas City and League City annexed toward them. The 2020 Census counted 20,847 residents, and the Census Bureau estimates 21,908 on July 1, 2025. The Dickinson Little Italy Festival began in 2020.

(281) 694-4352Pool heater and HOA pool questions in Dickinson
Can a propane tank heat a pool in Dickinson?
Yes, within a size limit. Dickinson's fire code rules allow liquefied petroleum gas tanks of up to 100 pounds to be installed specifically to heat swimming pools and spas. A larger tank, or any new gas line, is a question for the City before the heater goes in.
Who permits apartment and HOA pools in Dickinson?
The Galveston County Health District, of which Dickinson is a member, inspects and permits public and semi-public pools there, a group that takes in apartment, hotel, club and homeowners association pools. Every such pool carries its own $135-a-year permit, names its certified operator and has to pass inspection; the District comes back yearly and whenever someone complains. Dickinson's zoning also requires high-density residential developments to set aside common area, such as a swimming pool, for all residents.
