The City's forms page lists building, electrical, gas and plumbing, air-conditioning and on-site sewage permit applications. The code still adopts the Standard Building Code of 1999, by Ordinance No. 171-00 of November 14, 2000, and no pool code adoption turned up in it. Pool resurfacing isn't named, so ask the City's Planning and Development office whether a new finish needs a permit.

The zoning ordinance requires private swimming pools to be enclosed by a wall or fence at least four feet high "with automatic locking gates", and the enclosure stays shut while the pool is empty.
