League City's published permit list doesn't mention resurfacing either way, so put the question to the Building Department before booking. Under the fee schedule that took effect August 1, 2026, a swimming pool permit costs $600, and electrical and plumbing permits start at a $75 base fee, plus $15 per electrical circuit and $30 per backflow preventer on a plumbing permit. Hotel pools are another matter: the whole charge for remodeling or repairing nonresidential property is taxable, at a combined 8.25 percent in both the Galveston County and Harris County parts of League City.
