The Pool & Hot Tub Alliance's water-quality committee says not to drain at all if you're unsure of the groundwater level where you live, and to ask a pool professional first whether groundwater will be a concern.
Where the ground stays wet
NRCS soil maps put a seasonal wet layer close to the surface across the city. Bernard clay loam, the soil mapped at Hometown Heroes Park, Bay Ridge Park on Mariner Drive and the Ferguson, Hyde and Creekside school sites, is wet from 31 to 46 cm (about 12 to 18 inches) down in December, January and February. Edna loam at Walter Hall Park is wet only 13 to 23 cm (about 5 to 9 inches) down from January to March, and on the west side the Leton soil at Darwin L. Gilmore Elementary on League City Parkway is wet from 23 cm (about 9 inches) down through eight months, October to May.
Winter water tables and rain
The 1988 Galveston County soil survey gives the water tables behind those layers: within 2 feet of the surface for most of the winter in Bernard clay loam, and within 1.5 feet in Kemah silt loam. Rain adds to them. The League City station's 1991-2020 normals bring 18.8 days a year with an inch or more, and September is the wettest month at 7.34 inches. One contractor's dewatering advice is to keep checking groundwater levels the whole time the water is out, since heavy rain can raise them fast.

Hydrostatic relief valves and dewatering a drained pool
A hydrostatic relief valve gives groundwater under the pool somewhere to go. Pentair's main drain guide describes at least one valve in a set of suction outlets letting that pressure relieve into the pool or spa, with a collector tube keeping a clear path to it, and Hayward's SP1056 valve threads into the 1½-inch or 2-inch pipe opening inside a main drain sump, over a slotted collector tube.
Ways to lower the groundwater
Where groundwater is high, dewatering takes it away from the pool. The usual methods, as the same contractor's guidance describes them, are a sump pump in a pit near the base of the pool, relief valves set in the floor during construction that open on their own as pressure rises, well points around the pool drawn down by a vacuum pump, and French drains of gravel and perforated pipe, with the pumped water sent away from the pool. It suggests backup pumps or extra relief valves where the weather is unpredictable, and an experienced pool contractor or a geotechnical engineer when in doubt.
Once the pool is dry, SGM requires any groundwater seeping through the shell, the "weepers", to be stopped with hydraulic cement before plastering.
Drain covers while the pool is empty
An empty pool is also the time to look at the drain covers. Pentair says covers should be replaced if they're cracked, broken or older than the design life marked on them, Custom Molded Products rates its Galaxy cover at seven years, and under the federal Virginia Graeme Baker Act every drain cover sold in the United States has to meet the ASME/ANSI A112.19.8 standard.

Section 320.1 of the International Swimming Pool and Spa Code, which League City adopts in its 2021 edition, gives drain water three permitted routes: the sanitary or storm sewer, an approved disposal system on the property, or other means the state or local authority approves, each through an air gap rather than a direct connection. Which route is allowed is the local rule's call, and the Pool & Hot Tub Alliance's committee advises checking with the local water and sewer authorities before the water goes anywhere.
The storm drain
Statewide, the TCEQ's permit for small city storm sewer systems allows dechlorinated pool discharges that meet Texas surface water standards unless the local operator prohibits them. League City's clean-water ordinance keeps "dechlorinated swimming pool discharges" as a defense for using its storm sewers, but the defense ends if the City Engineer finds the flow is a pollution source, gives written notice and the discharge carries on, and each day of a violation counts as a separate offense. The ordinance gives no definition of "dechlorinated".
The sanitary sewer
Since December 7, 2020, League City has waived the pool p-trap on new pools when, among other conditions, the plans show an accessible sewer clean-out on the owner's side of the property "to be used for draining the pool". Some HOAs add their own rule: Brittany Lakes' guidelines want pool backwash lines tied into the sanitary sewer according to the MUD district's requirements, where they apply.
Watering the yard with it
The TCEQ counts pool drain water as alternative onsite water: a homeowner can reuse it for landscape irrigation without TCEQ authorization but is responsible for doing it properly. It can't be reused within five days of shock or acid treatment, can't pond or run off across property lines or onto paved surfaces, and the reuse system can't connect to a sewer or septic system. Holding the water 48 to 72 hours with no chemicals added makes it safer for landscape use, by the EPA's account.
Acid-wash run-off is a case of its own. SGM pumps it out continuously with a sump pump only once it has been diluted and neutralized, and disposes of it according to local requirements, the steps that also apply to a pool drain and acid wash.

League City's Drought Contingency and Water Emergency Management Plan, adopted by City Council on August 27, 2024, has four stages, and for its rules a swimming pool is anything two feet deep or more at any point, hot tubs included. The City may start Stage 1 when daily demand reaches 75 percent of its contracted surface water for three days running and Stage 2 at 85 percent, or start either when the City of Houston or the Gulf Coast Water Authority does.
Under Stage 2 the City may bar draining and refilling unless the work keeps the structure sound, keeps the pool operating properly or removes a safety risk; Stage 3 allows topping up but no drain and refill, and Stage 4 bars adding water to a pool at all. A temporary written variance from the City Manager depends on a petition filed within five days after the plan or a stage is invoked. As of October 4, 2026, no official page read for this guide announced a stage, so check the City's current stage before the water comes out.
Freezes and heavy rain
Weather matters to an empty pool as well. Pebble Technology International's warning is that freeze-thaw cycles on a drained finish bring a high risk of rock loss, cracking and delamination, and NOAA's League City station, with 9.3 nights a year at 32°F or below on average, stayed at or below freezing for seven readings running from February 14 to 20, 2021. Rain is the other hazard: River Pools advises against draining a pool before it.

Contractors who need City water from a fire hydrant rent a temporary hydrant meter through League City's Utility Billing office: they apply online and pay a deposit, a City meter technician installs and locks the meter within two business days, and only City staff may move it. The City also requires an approved backflow device on any construction water taken from a hose bib or a hydrant.
If a water truck brings the refill, the water from every truck gets tested, the Pool & Hot Tub Alliance says, and the National Plasterers Council wants at least 24 inches of water placed at the deepest area first as a cushion for the new finish. How much does it cost to get a pool drained?
Draining alone runs $175 to $225 in national 2026 figures, cleaning the emptied shell about $250 more, and the full drain, clean and refill $425 to $2,475, depending on how the pool is refilled. In League City the refill water itself, at April 2026 residential rates and as the only use that month, comes to $107.30 for 15,000 gallons and $154.80 for 20,000, plus the $9.69 base charge, with no sewer charge past 10,000 gallons.
What is hydrostatic pressure in an inground pool and how does it affect it?
It's the push of saturated ground against the outside of the shell. A full pool's weight holds it down; drained, the Florida Swimming Pool Association warns, the pool is exposed to that pressure and can float out of the ground, what the trade calls popping a pool, a total loss. A contractor's guidance on dewatering also says that the same pressure can collapse walls or crack the structure, and that it's most common where the water table is high.
How long can a pool stay empty for resurfacing?
As briefly as the work allows. SGM says a Diamond Brite pool should be drained only when absolutely necessary and refilled within 24 hours, since sun and air can crack or delaminate a finish that dries out, and Pebble Technology International doesn't recommend PebbleTec for use out of the water. On the finish side, the National Plasterers Council notes that the plastering company typically starts the water when its work is done.
