Pebble pool finishes for Clear Lake Shores homes

Clear Lake Shores is a town of owner-occupied houses. The 2020 Census counted 667 housing units. Census Bureau estimates for 2020–2024, from a small sample, put about 81.2% of the housing in single-family detached houses and about 76.0% of occupied homes as owner-occupied, with a median home value of about $463,400. About 32.5% of units date from the 1980s and about 35.4% from 2000 or later, and the median year built is 1989. NPT, a finish maker, dates pebble finishes to that same decade, though no record says what finish these pools carry.

Pebble lines from four makers

The makers describe their pebble finishes in different terms. NPT builds StoneScapes from natural quartz pebble and specialty aggregates, colored with iron oxide pigments in white Portland cement, and lays it an even 3/8 to 1/2 inch thick, recommending its Lobo modifier in each batch. CL Industries applies its CrystalStones about 1/2 to 3/4 inch thick and exposes the stone with gentle brushing, controlled water flow and a diluted muriatic acid solution. SGM sells River Rok premixed, natural stone in polymer-modified Portland cement, one 80-pound bag finishing roughly 18 to 22 square feet at half an inch, and approves only brush-and-water washing to bring the stone up. Wet Edge Technologies credits water with rounding its stones over millennia; its Signature Matrix packs small and medium pebbles together so more stone and less cement shows.

Choosing a pebble finish color for a waterfront pool

Pebble Technology International blends its stone with fade-resistant pigments and strengthening agents, and some of its finishes add abalone and mother-of-pearl shell or glass beads for sparkle. It is also plain that an even color can't be promised by the maker or the applicator, since it rides on batch consistency, clean equipment, application and finishing, the start-up, curing and the water chemistry that follows.

Judging the result takes patience. The same maker asks owners to give it about 28 days before deciding how the water and finish look, says that losing a few pebbles or glass beads during start-up is normal, and notes that pool lights or other light shining across the surface exaggerate waviness and imperfections, so it follows the National Plasterers Council in judging pools in daylight. NPT adds that shade from tall trees or buildings makes pool water look darker and that the shallow end looks lighter than deeper water, which is worth knowing before a color is chosen from a sample.

Clear Lake Shores permits and greenspace rules for pebble resurfacing

What the City's checklist asks for

Clear Lake Shores uses a New Pool Construction Permit checklist (revision 4, September 28, 2021) and notes that some of its documents "may be required for Remodel and Alteration": a permit application, a property survey stamped by a registered land surveyor, a scaled site plan with setbacks and the pool footprint, a stamped engineered drainage plan, a greenspace calculation sheet, and a detailed pool design with the equipment location, designed to current building codes. The checklist names no resurfacing job, so ask the Clear Lake Shores Building Department which of those it wants before the pool is drained. The City also has contractors register before it issues a building permit.

Fees by the square foot

The City's FY 2025 fee schedule prices a swimming pool permit at $1.15 per square foot of disturbed surface, and a driveway, flatwork or deck at $75 up to 250 square feet and $0.30 per square foot above that. Plan review is 50% of the permit fee, an electrical, mechanical or plumbing permit is $100 for a repair or remodel, and working without a permit costs twice the permit.

Greenspace and permeable decks

The City's zoning defines greenspace as the part of a lot covered by living vegetation. A pool's water surface and decks 18 inches or less above grade may count toward it, but those features may not exceed the area of living vegetation, and decking, brick, stone, pavers and similar materials must be laid in a permeable way. A pebble resurface that also rebuilds the deck has to fit that rule.

Barriers and flood rules

Clear Lake Shores takes its pool barrier rules from the 2018 International Building and Residential Codes it has adopted, with barrier height measured from the high side of the ground, and the Galveston County Health District, which counts the City as a member, requires backyard pools to be fenced to 48 inches or more, with gates that lock, close and latch by themselves. The City's flood rules in Chapter 38 of its code apply to all construction, with the base flood elevation taken from the FEMA flood map.

Draining and filling a pool for a new pebble finish

At Clear Lake Shores' Census center point the USDA maps Bernard clay loam, a somewhat poorly drained soil whose saturated layer sits close enough to the surface to earn a "very limited" rating for both house foundations and shallow digging; the shallowest yearly water table its database lists for that map unit is 31 centimeters, about 12 inches. The NRCS series description says Bernard soil is saturated within 2 feet of the surface in winter and early spring. Sider-Crete, a pool plaster maker, tells owners to ask about high water tables or raised groundwater before a pool is emptied, since either can push the empty shell up out of the ground for good. No Clear Lake Shores rule on draining pool water was found, so ask the City where the water may go.

Fill water from the Brazos

Water in Clear Lake Shores comes from Galveston County Water Control and Improvement District No. 12, created in 1951, which buys Brazos River water through the Gulf Coast Water Authority and keeps the Gulf Coast aquifer for emergencies. The newest water quality report on the District's site covers 2020 and gives no hardness number. The Water Authority's own treated water, in a state laboratory sample taken March 3, 2025 before it reached any town's pipes, tested at 165 mg/L total hardness and a field pH of 6.9.

Filling over new pebble

Pebble Technology International says not to fill a new finish with soft water, not to enter the pool until it is full and balanced, and not to chlorinate until pH and carbonate alkalinity are in range. NPT asks for an uninterrupted fill with the hose in the deepest area, never lying on the finish, and warns against letting fill water run down from the shallow end, because the water's path marks the new surface.

A pebble finish often goes in alongside waterline tile or glass tile, new coping, deck resurfacing or a travertine or paver deck laid to the City's permeable rule, and sometimes a step to polished pebble or glass bead, or a spa resurfaced to match. Lots for $69.50 and a city of marinas

In the 1920s promoters bought land on Clear Lake and cut it into 20-by-100-foot lots for a development they named Clear Lake Shores. The Great Depression ended their plans, and in the 1930s the lots were reportedly advertised in a Houston newspaper for $69.50 with a six-month subscription. Summer homes came first; more permanent houses followed after World War II, once water facilities were installed, and the city incorporated on November 13, 1962.

The 2020 Census counted 1,258 residents, and the Census Bureau estimates 1,298 on July 1, 2025. Of the city's 0.711 square miles inside the Census boundary, 0.276 is water. The City treats the Lazy Bend Subdivision as part of its extraterritorial jurisdiction, and its code requires any new hotel to have a swimming pool, a fitness center, interior-hallway rooms and at least 40 rooms. Construction there falls in the Texas windstorm Seaward Zone, which must use a three-second-gust basic wind speed of 130 mph.

Is there a drought plan for refilling a pool in Clear Lake Shores?

None was posted. The City's drought information link opens a 2014 letter from the water district's president, which said the district and the Gulf Coast Water Authority were working on a drought plan uniform for all of the Authority's customers, and the district's site points to the Brazos River Authority for current conditions. Ask the City and Water Control and Improvement District No. 12 about any limits before the pool is drained.

Can I use the Clear Lake Shores community pool while mine is being resurfaced?

With a membership, yes. The City's pool at Jarboe Bayou Park is for members only and opens all year. Residents of the city and its extraterritorial jurisdiction, Lazy Bend included, paid $55 per member aged 3 and up in FY 2025, non-residents $150, with guest wristbands at $5. Lifeguards are on duty from Memorial Day through Labor Day, Tuesday to Saturday 10 a.m. to 8 p.m. and Sunday noon to 8 p.m., and the pool closes Mondays for maintenance. The City's code prints older hours, so check current ones with City Hall.
